Released on August 07 2017.

The Elder Scrolls Online v3.1.4 is our last PTS incremental patch before Horns of the Reach is released for PC/Mac on August 14. We've made several additional fixes to the two new dungeons, homes and furnishings, itemization, and more. The size of this patch is approximately 278MB.

Morrowind Fixes & Improvements[edit]

Alliance War & PVP[edit]

  • Fixed an issue that would cause some players in Ready Check to not receive any error message when someone declined the Ready Check.

Quests & Zones[edit]

  • An Armiger's Duty: Ibaal will now spawn properly if you logged out on the last step of the quest.
  • For Glory: This quest can now be acquired from handbills posted in Balmora, Sadrith Mora, Gnisis, and Vos.

Imperial Fixes & Improvements[edit]

Dungeons & Group Content[edit]

  • Imperial City Prison
    • The Overfiend will now consistently return after defeating a group of player characters.

Horns of the Reach Fixes & Improvements[edit]

Art & Animation[edit]

  • Falkreath Hold and Bloodroot Forge now have their final loading screens.

Dungeons & Group Content[edit]

  • Falkreath Hold
    • Deathlord Bjarfrud Skjoralmor
      • Engulf can no longer be removed by using abilities while in Veteran difficulty.
      • Deathlord Bjarfrud Skjoralmor will now summon Draugr and use Wrath of the Fallen much sooner, and will cast Wrath of Fallen more often.
      • Increased the health of this boss in Veteran difficulty.
      • Corpses of defeated Draugr that eventually explode are now easier to see during this encounter.
    • Wrath of the Fallen will no longer deal damage once Deathlord Bjarfrud Skjoralmor has been defeated.
    • Purifying Blessing can now be cast while sprinting.
    • Wrath of the Fallen now has an appropriate Death Recap hint.
  • Bloodroot Forge
    • Nirncrux Tremors now has an appropriate Death Recap hint.
    • Shalk Lava Balls have increased speed and a larger area of effect after a short time while chasing a target.
    • Stoneheart and Galchobhar will no longer, on rare occasions, inexplicably reset their encounters after activating Stone Atronachs.
    • Reduced Stoneheart's Atronachs to five from six, and repositioned them within the fighting area.

Combat & Gameplay[edit]

Combat Balance[edit]

  • The bonus damage dealt by execute abilities, such as Assassin's Blade or Reverse Slash, now works more intuitively with global damage done bonuses, such as Mighty or Minor/Major Berserk. Execute bonus damage is now multiplicative with global damage bonuses instead of additive.

Combat Fixes & Improvements[edit]

  • Improved the reliability of CC (crowd control) immunity when other status effects are on you.
  • For example, you can now reliably break CC after being CC'd while sprinting.
  • Fixed an issue where Two Handed, One Hand and Shield, and Dual Wield Heavy Attacks could not proc weapon enchantments or poisons.

Itemization Balance[edit]

Item Sets

  • Necropotence: Reduced the Max Magicka increase granted by this Item Set to 3150 from 4000.

Itemization Fixes & Improvements[edit]

Item Sets

  • Fixed an issue where the Infused weapon trait and the Torug's Pact set bonus were stacking additively instead of multiplicatively.
  • Earthgore: Fixed an issue where this Item Set would not proc with certain healing abilities.

Base Game Fixes & Improvements[edit]

Art & Animation[edit]

  • Fixed an issue that made certain lights throughout the game brighter than intended.

Crafting & Economy[edit]

  • Fixed an issue where the "Primal" style was occasionally referred to as "Primitive".
  • Sashes crafted in the Redoran style now have their intended icon.

Survey Reports

  • Fixed an issue that prevented Glenumbra's Enchanting Survey Report from respawning if you had multiple surveys on-hand when returning to its area.

Crown Store & Crown Crates[edit]

  • Removed inaccurate rank requirements from the tooltips of certain Crown Crafting Motif books. Motifs purchased from the Crown Store can always be learned, regardless of crafting rank.

Exploration & Itemization[edit]

Eidetic Memory

  • The Redoran House Proclamation can now be read when not on the quest.

  • Fixed an issue where the “Fogs of the Hag Fen” and “Mists of the Hag Fen” furnishings were not counting toward the Special Furnishings limit.
  • Fixed an issue where several furnishing items were counting towards the collectible furnishing limit instead of the traditional furnishing limit when placed.
  • Added icons to a number of new furnishings that didn't yet have icons.
  • Updated the price of the “Horn of the Reachclans” furnishing to 50,000 gold from 20,000 gold.
  • Added the Interactable and Audio tags to the “Horn of the Reachclans” furnishing item, because you can blow the horn for a big toot.

  • Updated the name and description of the Cozy Fenside Cottage to emphasize its ties to the Witches Festival. Below is the new name and description:
    • Exorcised Coven Cottage - Pay no attention to the rumors: this witches hut on the edge of Hag Fen in Glenumbra is guaranteed NOT to be haunted by the dead, the undead, or restless spirits of any kind. It does come with tumbledown walls to keep the crocodiles and wolves out. Spooky!
  • Fixed an issue that caused you to face the exit door when you entered the Exorcised Coven Cottage or Linchal Grand Manor.
  • The Exorcised Coven Cottage and Linchal Grand Manor now have their appropriate loading screens.
  • Adjusted the walls at the rear of the Autumn's-Gate courtyard back to their original positions, to ensure there will be no change to homes with the release of Horns of the Reach.

Quests & Zones[edit]

Main Quest

  • Your screen will no longer blur while in the Escape menu.

  • Fixed inconsistencies between the attribute bars and the ability bar where they could appear in cursor mode while not set to Always Show.
