Lake Rumare is a large lake completely surrounding City Isle and the Imperial City. It's primarily inhabited by a dangerous variety of slaughterfish.
Many phrases in the local vernacular refer to Lake Rumare, such as "throwing money into Lake Rumare" to save time instead of "visiting that dump (the Imperial City)".
In 4E 201, a veteran of the Great War recounts that "Their fires lit up the night. All across Lake Rumare. Like stars come to earth. It was beautiful, really." No further details are given as to precisely what this means, but it can be inferred that the Thalmor may have launched some sort of naval attack on the city.[1]
