Boyoagh is a Reachman soldier who can be found spear fishing at Rebel's Retreat. Initially, he wears armor in the Coldsnap and Huntsman styles, but after you've completed a certain amount of Story Quests in the Reach, he changes his attire to armor in the Wayward Guardian style.
