Tel Rivus growing from Andvaryon

Tel Rivus is a young Telvanni tower sprouted from the Dunmer stronghold of Andvaryon.

The tower's master is Nira Uldram, and her arrival is recent enough to be remarked upon by the occupants of the Imperial colony of Nivalis, at the other end of the isle of Althoa. Tel Rivus itself is situated at the southeastern tip of the island, being a short hop west across the sea from Bal Oyra, or a walk along the road running southeast from Nivalis and Bahrammu.

Tel Rivus itself contains a number of service providers, who largely inhabit the upper level of Andvaryon. The Tel itself is accessible only via levitation, as is often typical for the mages of Great House Telvanni.

The location makes an appearance in a Firewatch Thieves Guild quest when Fitz-Fitz notes it as a location of the desired Devil Cephalod Helm that you have been hired to steal. One such helm does indeed exist in the vault on the lower level of Andvaryon.
