Arrive at the Crystal Tower Gatehouse and you'll hear:

Razum-dar: "No more stalling! Tell Raz what's happening at the Crystal Tower. Now!"

Sapiarch Uudilwen: "Climb the watchtower and see for yourself."

Raz will head off for the watchtower:

Sapiarch Tumbadoril: "Why did you tell him that?"

Sapiarch Uudilwen: "His teeth were very sharp, Tumbadoril."

If you speak to her, she'll say:

"If you're here about the Crystal Tower, too, I'll tell you what I told the Khajiit. Climb the watchtower. You'll get a better view from up there."

She later appears during the tower sentinel ritual after it is attacked by Nocturnal, where she is seen channeling a purple spell from her hand. She cannot be spoken to then.
