The Rising Winds[edit]

Introduce yourself to Elossi

After agreeing to help Nuxul convince the Winds to return to the village and protect it from the Sharp-Eye bandits, he will suggest you go looking for Elossi in her hut to the northwest of the village. When you reach her home, she won't be there at first but enters after you and Nuxul have trespassed inside:

Nuxul: "Ah! Elossi. We weren't doing anything."
Elossi, the Sudden Gust: "You bring a stranger to my home, Nuxul?"

Approach Elossi and talk to her, the only reason she isn't immediately attacking you is that she recognizes Nuxul. You will need to explain what has recently happened and ask for her help:

"An outsider entering my home unbidden seeks death. You only live because the annoying blacksmith who joins you is familiar to me. But this pause is a temporary state.
Speak, then. What is so urgent that you would break into my home?"
The village needs your help. Bandits have taken everything they own.
"Hmm … distressing news. It seems my great fear has come to pass.
Where then is Satul-Sa? She would never leave the villagers undefended. Even once we decided our time was at an end, she insisted on staying."
A warlord named Naxhosa killed her. The village is undefended.
"Dead? Satul-Sa? She was the smartest and wisest of us all. This is impossible!
And yet, since Nuxul brought you it must be true. The consequences of my selfish choice meant the death of my dear friend. Such a bitter lesson."
So will you help then?
"You shall have my aid, if you perform a simple task. When I … retired … I buried my blades deep in the ground.
Go north to the ruins. Retrieve them for me so that I may avenge Satul-Sa. Be warned, as I made certain they are well-protected."
I understand.

After agreeing to her task, you can ask some questions:

"My daggers represent a life I thought I left behind.
If you are serious about my help, find them. Bring them back, and I will become the Sudden Gust once more."
Why did you give up the daggers?
"You ask to hear a long tale. One that I do not wish to tell. And may not have the right to tell.
Be satisfied with this: A tree is not merely its trunk, or branches, or roots. It is also its seed. And so a tree without seeds is nothing at all."
It seems the village still has need of you, though.
"Indeed. So it does. I may have failed it, but I cannot change the past.
I can, however, change its future. With my weapons, I can fight this Naxhosa and defend the Stonewastes once more."
Why did you retire here?
"Seems like a nice place, does it not? Far away from the noise and activity of the village. No one to bother me, unless the blacksmith comes knocking.
I just wanted some place in the mud, where I can hear the frog-song at night. So here I am."

Head to the nearby Ayleid ruins and take Elossi's daggers from the cache. You will soon hear Elossi call out to you:

Nuxul: "Well, a cache of daggers in the ruins. They must be Elossi's."
Elossi, the Sudden Gust: "So, you have skills. Even if you did let me sneak up on you. Let's speak."

Hand over the daggers to Elossi and ask if she will protect the village once more:

"Your test is complete. And with barely a scale out of place. Impressive.
Do you like my blades? The hilt is kagouti bone. And Meer-Ta himself enchanted them. Back when I could tolerate the withered toad."
Will you use them to aid the village?
"Of course I will. I was always going to. But I needed to see if you could fight by my side. Also, I wanted to finish my meal.
I will meet you in the village center. Unless you need something more from me?"
We want to find the other Winds. Do you know where they are?
"I see. You wish to bring us all back together.
Well, a promise was made and I will keep it. Go southeast to find the dingy hovel where Meer-Ta resides. Look beneath the dirt and rock, and you'll find him. Just don't tell him I sent you."

Speaking to her again before leaving:

"I should have suspected your ultimate goal when I saw you traveling with Nuxul. His reverence for the legend of the Winds is unmatched.
We were indeed powerful together. So, I understand the appeal. I promise to work with the others, if they agree."

You will fail to convince Meer-Ta to come back and help, but you are successful with Otumi-Ra, the Unrelenting Gale. When you return to Stonewastes, Elossi will be waiting with Otumi-Ra, Nuxul and some volunteers from the village. It is time to bring the fight to the Sharp-Eyes. You have the option of talking to Elossi before beginning the attack:

"Ah, you arrive. And you managed to rouse Otumi-Ra. An impressive act, especially for an outsider such as yourself. I feel grateful for your efforts in bringing us back together.
Now, however, we shall see how you fare in a fight."
Are you ready for what's to come?
"Of course I am. How silly to even ask. The Winds of Stonewastes have stood up to much worse than a flimsy army and a paper mudcrab such as this warlord Naxhosa. This will be no trouble."
But somehow they were able to kill Satul-Sa.
"That is true. Perhaps you are right that I should not underestimate the danger that might be present behind those walls.
But by the same token, he should not have killed one of our own. If he sought to frighten the Winds, he failed."

After you have spoken with Nuxul and told him you are ready to begin the attack, Elossi and Otumi-Ra will run ahead of you into Stonewastes Keep:

Elossi, the Sudden Gust: "Once again I fight by your side, Otumi-Ra. My scales have itched for this moment."
Otumi-Ra, the Unrelenting Gale: "Let your blades sing their horrible song, Elossi. I delight in the tune!"

Once in the keep's courtyard, you can fight the Sharp-Eyes and seek out Elossi and Otumi-Ra. After you have helped Otumi-Ra destroy the siege weapons, you can enter the next part of the keep. Elossi will then call you over from her hiding place:

Elossi, the Sudden Gust: "Psst! Outsider. Over here. Quickly."

She will want your help freeing some prisoners:

"Look, up above us. Prisoners from the village kept for sick entertainment. How many of them are thought dead, never to return home?
I can release them, but I'll need your help."
What do you need from me?
"You see those pulleys up there? They control the cell doors. I can cut them, but someone needs to open the grate in front of them.
nUnder the southwest tree, you'll find a crank. Turning it will open the grate. Then I can free them."
That's pretty high up. Can you get up there?
"Ha, don't worry. This, I can manage. Just open the grate for me so I can work."
I'll get it open.
Assist Elossi in freeing the villagers
Elossi, the Sudden Gust: "Once you turn the crank, I can reach the other and the cells should unlock."

When you turn the crank, Elossi will climb up onto the platform above her, and turn the second crank, unlocking the cages. The freed Argonian Villagers will run to an exit and Elossi encourages you to continue:

Elossi, the Sudden Gust: "Continue the fight! Remove these pests from our home."

After you have helped Meer-Ta destroy the enchanted weapons, defeated Warlord Naxhosa and burnt his war banner, you can return to Stonewastes. Elossi will be standing with her fellow Winds:

"I offer my upright claws in gratitude for your assistance in freeing the villagers. No creature should remain imprisoned like that. Away from their kin.
Stonewastes stands free due to your efforts. Keep your motives hidden. Soak in the praise."
What does the future hold for you?
"The future? I know of no such thing. Today, I will help the village rebuild.
I quite liked the hidden life out in the woods. But perhaps it was not the life I was meant to live. The shadows are an absence, where the light brings life."

After the end of the quest:

"There are a lot of relieved villagers here, thanks to your efforts. Well done, friend."
What does the future hold for you?(Same response)

Pyre of Ambition[edit]

If you have previously completed the Rising Winds quest, you can recruit the Winds to help you at Fort Redmane to defend the Four Ambitons and defeat the Waking Flame forces. To do this you will have to speak with Elossi who can be found in Stonewastes. She will be observing some broken masonry along the main road when you find her:

"There are a lot of relieved villagers here, thanks to your efforts. Well done, friend."
The Black Fin Legion needs help defending Fort Redmane from the Order of the Waking Flame.
"Hostile cultists? In Blackwood? That must not be allowed to go unchallenged.
The Three Winds will gladly fight by your side in defense of Fort Redmane."
Thank you, Elossi.
"An hour of great danger draws near, I can sense it. The Three Winds will not leave you to face this danger alone."

Speaking with her again before leaving Stonewastes:

"You aided our village in its time of need. The Winds deliver aid to you in return. Your enemies will not expect what's coming.
When the battle starts at Fort Redmane, we will be at your side."

After you have gathered all your allies and travelled to Fort Redmane, Elossi can be found sitting with Otumi-Ra and Meer-Ta:

"dialogue appears to be bugged"

Heroes of Blackwood[edit]

Among the guests attending the celebrations in Gideon, Elossi will be there along with her fellow Winds and Nuxul:

"In a party with this many people, I find it quite simple to sneak extra drink unnoticed. A little misdirection and someone's food vanishes from their plate.
Just a little game I play with myself."

Ambition's End[edit]

As you near the final confrontation with Mehrunes Dagon, Lyranth will gather a number of your allies you encountered in Blackwood. If you helped Elossi, she'll be among the troops:

"So, yet another battle these old scales must prepare for. A good thing, then, that you recovered my blades.
Do not worry. I will once again be at your side. Whether you see me or not."
Who protects Stonewastes while you're here?
"Do not fear. Since the triumph of the Winds over the bandits, many of our tribe have begun training with us. They see now that complacency cannot keep them hidden. I believe the village is safe in our absence."
How fare the other Winds?
"Much improved since your arrival. Meer-Ta spends less time hidden away. I could sense his eagerness to join me in this battle, though he might deny it. And Otumi-Ra resists challenging every stranger he meets. These improvements encourage me."

Hope Springs Eternal[edit]

Join the celebration at Leyawiin Castle:

"Your legend within these lands grows, and it is well deserved. I hope you have no plans for moving on from here unnoticed. Believe me when I say that the more people speak of you, the harder blending in becomes."
