Docelle Bien, a mapmaker with a near-impossible task

Docelle Bien is a Breton Noble and a Clerk of the Census and Excise Office. She can be found in Old Ebonheart, on the top floor of the Imperial Census Office in the Ebon Tower. Assisted by fellow clerk, Nemon Sadras, she is the latest in a long line of individuals puzzling over how to map Tamriel, and requires your assistance to finish the job:

"Many years ago we came across some plans for a grand piece of artwork that never came to fruition. A complete map of Tamriel, with every city and town fully realized down to the smallest detail. Many of us have come in and out over the years working on it, and we've had to start over a few times, but this time we've got all of the details figured out. We just need seventeen yellow tiles from Eulix Festius over in the city. Once we have those, we'll be set."
