Captain Borgga of the Rivenwake

Captain Borgga is a Nord Sailor and the captain of the Rivenwake, a ship docked in Andothren's harbor. Said vessel has lately been impounded due to an issue with its trade license and prevented from sailing further onwards. Captain Borgga, being confident in the validity of the license has in response threatened to sue the Port Authority. It is this very legal quagmire that Nalvyna Balen will bid you enter during the events of the House Hlaalu quest The Waylaid Ship.

Investigation into Captain Borgga's trade license will reveal it to be valid, with the impoundment being a spurious claim masterminded by the Camonna Tong, who want the Rivenwake's cargo seized. The good captain may not be rendered entirely grateful by your actions however, as investigation into her cargo will reveal that the ship is transporting a velk sacred to House Indoril - an action that is entirely illegal. Reporting this obviously causes Captain Borgga a great deal of trouble in the form of fines - the noble to whom you report the issue, Manse Horaren, is wary of arresting her for fear of the Indoril finding out why.

Not reporting it however will allow Captain Borgga to sail away without punishment, and she will reward you for this course of action. In either case, the Rivenwake will depart Andothren with all crew aboard.
