Bleric

Bleric is a hostile Breton Necromancer who has set up a remote base of operations in the tunnels of Verenabi, a cavern that adjoins the Daedric ruin of Ald Balaal. While able to survive the potent Daedra within, Bleric's neighborhood takes an immediate turn for the worst on the arrival of a group of Baluath Clan vampires, including yourself.

The leader of that group, Ofelia, will invite you to eliminate Bleric during The Solitary Savant, in order to make a pleasant and private space for study available to the loner savant, Sathram Volos.
