Following a period of religious unrest and political jockeying among the native factions, the Temple of the Dark Elves declared that an immigrant %PCRace has been elected Hortator of the Grand Council. Hortator is apparently not just the name of a popular card game, but also an ancient honorific bestowed upon the war chief of the Dark Elf armies. Why the notoriously xenophobic natives chose to confer this title upon a foreigner remains unclear. Informed sources tell us that the office of the Hortator has stood empty for at least two decades.

Does this Hortator pose a threat to Imperial hegemony? Citizens worried about potential Dark Elf uprisings can rest assured, so says one of the Bellman's anonymous Legion contacts: "The terms of the Armistice forbid the natives from maintaining a standing army, leaving this war chief without warriors to command.
