"Moon Sugar is the unrefined form of skooma but, unlike skooma, the substance is not illegal."

I'm wondering what the source of this is? I haven't seen anything in-game to indicate that it's legal (the same question applies to Sleeping Tree Sap, which is also legal according to this wiki). Spark (talk)

The source would be it's availability through normal apothecary merchants, though Tonilia does say it is illegal during the Thieves Guild Caravan Fence Quest. Silence is Golden^{Break the Silence} 17:39, 24 July 2014 (GMT)
