Malborn not in Winking Skeever (part 2?)

PC version. Same problem as another earlier section. Malborn is not in Solitude at the Winking Skeever. "Show on map" is greyed out, indicating that I can't focus in on him. No marker appears anywhere to point out where to go to find him.

Additionally, attempts to "spawn" him in via player.moveto or player.placeatme do not work properly. I cannot verify which hex codes are "correct" for this anyhow, as I see multiple versions of them all about the internet (and uesp for that matter).

Some online information seems to indicate he'll be in Windhelm... but that is apparently if you COMPLETE the "Diplomatic Immunity" quest (which I can't). That said, he's not in Windhelm, either. 76.103.150.128 11:01, 30 January 2012 (UTC)

I've just gone and tested this with a brand new character and am able to spawn Malborn with the listed base ID on his page IE player.placeatme 85300. Thuraya Salaris 12:54, 30 January 2012 (UTC)
Unfortunatley spawning him and talking to him does not actually work, for the quest is, for some reason, not correctly triggered. However, it has been observed that returning the horn to the Greybeards immediately after retrieving it from Delphine (i.e. not following her to the room) solves the problem. At least, as of patch 1.4.180.172.58.52 14:42, 9 March 2012 (UTC)

Also no guests and Razelan doesn't talk

I've also completed the Dark Brotherhood quest line, but have barely started the ulrich questline. The exact same thing happens to me, I arrive at the the party and the only guest is Razelan who doesn't have any dialogue options, he just says some random repetitive lines and never sits. No guests/guards, here either

I'm starting to wonder if this is a new glitch introduced in 1.4.21, when Bethesda attempted to "fix" the issue with the Stone of Barenziah. I have completed this quest on a previous character without problem, but it was prior to the 1.4.21 patch.

I also have no guests/guards at the party in the Thalmor Embassy, except for the Redguard, and there are no guards around. I tried to reload the save in the hope that it was a glitch, but it still didn't work.

I have disbanded the Dark Brotherhood by killing Astrid in the Abandoned Shack and then cleared out the Sanctuary. I haven't even picked a side in the civil war, nor have I started Thieves Guild quests. As for the Companions, I've just completed the quest where you go into the dungeon with Farkas, resulting in being able to get one of the Skyforge weapons (I'm not a werewolf, yet). The only other thing that I can think of that might matter is when I busted the Gray-Mane son out of Northwatch (?) I can't answer your question, but I think it has something to do with what quests you have completed or some other NPC rather than the Stone. I completed the quest before and after 1.4.21, and have had no problems at all either time. --Velyanthe 16:49, 4 March 2012 (UTC)
I also can't advance through the console. I've searched the web pretty widely at this point, and I can't find mention of this bug prior to the 1.4.21 patch. It really seems to have not existed prior to that. My guess is still that Bethesda implemented some change to fix the issue with the Stone of Barenziah, that ended up borking the quest, depending on something else you have done in the game. TEMP SOLUTION--> There is a hack that PC players can use that I finally dug up on the Bethesda forums. After talking to Malborn, use the console to "setstage MQ201 140". Using any other value between 50 and 130 won't work. Then toggle collision for the player with "tcl" and walk through the locked door and continue the quest as normal. ANOTHER TEMP SOLUTION-->Pick up the platters on the tables, guards don't mind if you do. Drop one by the door that does not sit behind the bar, then pick it up and maneuver it so that it is pressed up against the door like a window made of silver. Without releasing the platter, smash yourself through the door, as if you were a ghost trying to walk through it. It's laughably weird, but it works. Stealth Strategy

The first area you need to pass will be just after the kitchen. There will be two guards having a chat there. Wait for them to finish. They will turn their back and walk away from you. The two guards are of different levels. The one with lower level will stay around the bar. He can be affected by Fury, but the other one will not. Once he is killed by his colleague, loot his armor and wear it, then go upstairs to find a wizard. He only looks in one direction. Walk, don't sneak, from behind. Since you wear the Thalmor's armor, he will think you are one of them. Proceed to the door to get into the second area.
This area is outside. Right after exiting from the corridor there will be a guard to your left. As you are wearing the same armor as them, he will say that you're new, but getting too close will cause him to attack. Sneak and cast Fury on him. He will be killed. After that, loot his bow and arrows if you have none - they can be used as distractions by shooting somewhere empty. The other guard can also be affected by Fury and killed. The wizard is, however, blocking the door. The easiest way to get past him is to summon something while hidden from afar. He will attack the summoned creature and you can sneak into the door. Although the eye will be open and say you're detected, he will not attack you for the moment. Proceed to the room with the quest marker.
The first guard you see will not detect you for a moment as he is not facing you. He will go upstairs. Follow him upstairs. When you enter, Rulindil will be speaking to a man named Gissur. When they are done talking, Rulindil will exit to the interrogation room and Gissur will eventually leave through the front door. Wait until then and you will only need to sneak past one guard into the dungeons.
In the dungeons, you can easily sneak to the chest. Read the book and it will point to the exit. At this point, violence is the only way to save Malborn and the prisoner, Etienne Rarnis. A key needed to exit may be pickpocketed from Rulundil, but exiting silently would involve abandoning the prisoner and Malborn. The key can also be obtained by looting Thalmor bodies. Note that if you use Fury on any of the guards, the situation will get out of control. Malborn will attack with his fists and will be easily killed by Rulindil and the guards, although it is possible to save him.

Problems with Setstage

Be weary if you use the setstage console command to complete this quest (it bugged for me, so I had to). Once you first enter the Embassy, the speech options for nearly every NPC of importance in Skyrim are changed to reflect the party around them. Setstage after this point, and the speech options remain despite the quest being done and them moving back to their respective houses/palaces. Quest Stage table is wrong.

Having gotten the bug where all the guests are missing except the drunk, who won't talk to me, I loaded a save before talking to Delphine in riverwood, and spammed the getstage command into the console at any time it seemed like it would change, to see if there was one failing to trigger. What I found was that the stages did NOT match the table at all, the save was at 30, but objective was to meet delphine in riverwood while the table says that stage issues the objective to meet her at the stables, and mismatches continued from there, such that according to the table, I should have gotten every objective in the quest by the time I was only boarding the carriage, and a few stages that would have been blank, aren't mentioned at all, even below the table. 68.44.254.146 23:08, 28 April 2012 (UTC)

The game data shows that the quest stages in the table on this page are correct, and all the blank stages are listed correctly underneath it. A quick check in the Construction Kit shows that the stages haven't been changed by a patch, either. That would make this a very odd bug.
They shouldn't show up differently in-game than in the CK... maybe your game is (unfortunately) hopelessly bugged? Vely►Talk►Email 00:08, 29 April 2012 (UTC)
Having gone to the creation kit myself to try to figure this out, The table has all of the objective listed as being assigned at the stage with the same number as their objective number, rather than the stage at which they are ACTUALLY assigned at by the scripts, I suspect this may apply across the entire wiki, but I'm looking at the quest stages for this, and right off the bat, there is no quest stage 5. There is an objective 5, but it is assigned at stage 30. 68.44.254.146 03:41, 29 April 2012 (UTC)

Overload

After you don the party clothes and boots and then speak to Delphine again, you may get frozen in place, able to look around but not move or interact with anything. This bug may be solved by putting as much as possible from your inventory into a safe container before speaking to Delphine. If that doesn't work, PC players can use the console to enter: setstage MQ201 98 and then setstage MQ201 100. This should force your character to get into the carriage and then fade to black while you "travel" to the party. It is advisable to enter getstage MQ201 before using setstage to ensure you are at the correct point in the quest (see quest stages in the next section) — Unsigned comment by EpF (talkcontribs) at 13:56 on 26 May 2012

Not really sure why this was moved or what you mean by the comment above, Silencer. This is a bug that has been reported elsewhere on the net (http://elderscrolls.wikia.com/wiki/Diplomatic_Immunity#Giving_and_getting_back_items_glitches), and should be documented here for completeness. If you're suggesting that I mistakenly thought it was a bug when I was actually just overencumbered, that doesn't make any sense - you can still move and interact with stuff when you're overencumbered; you just can't run. I removed it because of the reason stated. I don't use other wikis for checking added details, but when it's pointed out, that's fine. I forgot that you can still move when overencumberd (Oblivion flashback). So thankyou for the confirmation link for the bug. The Silencer has spokenTalk 14:54, 26 May 2012 (UTC)
You should have paid more attention before removing someone else's contribution - my addition clearly states that one of the symptoms is not being able to interact with the world, which was not a feature of being overencumbered in Oblivion. EpF 15:02, 26 May 2012 (UTC)

guest list

A lot of the guests mentioned on this page have never appeared on the party for me such as jarl balgruuf general tullius or siddgeir and several others as well. the ones stated that they can help do always appear for me except for orhtus who appears only if rise in the east is completed. — Unsigned comment by 82.73.72.148 (talk) at 20:43 on 8 June 2012

All of them have belong to a faction that makes them appear, but they don't all come at once. The paramaters for them to appear are so far, incomplete and there are possibly some that don't appear, however none are confirmed as not appearing, though I can confirm Siddgeir as appearing. I've been having some oddities with the guest list that don't match the list given. Specifically, I've completeld Laid to Rest but Idgrod Ravencrone isn't at the party, I am however not a thane of Morthal yet, perhaps that may be part of the requirement? Also, in both playthroughs in which I actually got to the embassy I've encountered Maven Black-Briar, however on both occasions while I'd been to Riften I hadn't actually spoken to her, so speaking to her clearly isn't a requirement for this quest, possibly simply visiting Riften will do it? Likewise I've yet to visit the Blue Palace but Erikur is at the party, I did however speak to him (or rather at him, no options) as he left the execution, so the Blue Palace likely has nothing to do with his appearance. -- Haravikk 10:03, 10 June 2012 (UTC)

Nope, by that point the most I'd done in Riften was walk into town, sell some stuff, and leave. The most contact I'd had with Maven Black-Briar was to walk past her. -- Haravikk 19:59, 10 June 2012 (UTC)
Maven always appears even if you have never been to riften. General Tullius doesn't show up even if you have completed the civil war questline. I am not sure wheter your actions can influence the guests present with the exception of orthus endario. none of the guests where the table doesn't give parameters has ever showed up for me. — Unsigned comment by 82.73.72.148 (talk) at 15:42 on 4 July 2012

The jarls do not have any conditions except for Balgruuf. Tullius has the conditions that are placed on the page. However, all the jarls, along with Tullius, are optional, so it is possible that they will simply not show up due to random chance. Elenwen, Malborn, Razelan, Brelas, and the guards are the only ones guaranteed to be there; the rest are optional. Vely►t►e 16:20, 29 July 2012 (UTC)
There are three filters for the guest list which can be found in the MQ201Party quest. One is in the quest script in the function MoveToParty (basically people hating you and ex-Jarls won't appear). The second are the individual conditions given for the quest aliases of the guests. The third is, that the quest aliases for the guests are optional (to the best of my knowledge that doesn't include any randomness), but don't have "allowed reserved" set. That is as soon as another quest reserved the NPC, (R flag in the alias of the respective quest) they won't appear. Now there are even some quests that reserve an NPC and are marked as "Start Game Enabled" - so for examples Orthus just won't appear before MS10 (Rise in the East) is completed, making some of the other conditions a moot point. --Alfwyn (talk) 07:51, 20 September 2012 (GMT)
Lately something changed that makes other guests appear all of a sudden I think it's the 1.8 patch or it's the unofficial skyrim patch but i think the first. Orthus now shows up even if rise in the east hasn't been completed. Malborn wanders off

I encountered the glitch where Malborn is not in the Embassy. When I looked at the map, it told me he was outside. I went back out the door and pulled up my map when I couldn't find him. He was apparently just sitting somewhere near Gjukar's Monument. So I got annoyed, and before loading my save before I started the quest decided to use a plate to clip through the wall (I'm on Xbox 360). I wandered off the edge, fell as usual, but returned to the Embassy standing with my back to the door from the kitchen to the rooms before entering the courtyard behind the Embassy. I had bypassed the locked door, and my log updated to finding evidence. The items I gave Malborn were in the chest. I still had an objective to talk to Malborn, and it didn't go away when I did that after rescuing him from the last Thalmor guards, but it went away after I completed the quest. Haven't tried approaching Malborn yet to see what his dialogue is or anything; I'm just glad I could finish without reloading. Also, I forgot to have Lydia wait before taking the carriage, and thus she was trapped in the courtyard. But when I went back outside from the party after realizing this and dismissed her, she went and stood in a corner, then after I went in and back out again she was gone. I found her after the quest sitting in her favorite chair in Breezehome, so dismissing followers in the courtyard may be an option for anyone else who's forgetful.--75.241.204.132 20:49, 14 July 2012 (UTC)

Warning: it appears that NOT talking to Malborn has left me unable to sleep or wait. Someone needs to test this to be sure, but it's the only thing that I can think of that may have done so. I think his assassin friend may also have locked my character out of BOTI by killing Arivanya.--75.249.117.37 03:30, 19 July 2012 (UTC)

Concurrent Quest?

Would "No Stone Unturned" still be considered a concurrent quest? An earlier patch moved the Stone of Barenziah into Reeking Cave, making the Stone available at any time, not just during Diplomatic Immunity. I think it should be removed as a concurrent quest. --XyzzyTalk 23:45, 24 July 2012 (UTC)

kitchens

The first thalmor wizard ran away from me and fled into the kitchens he opened the door malborn has to lock behind you. I think this isn't supposed to happen he shouldn't have been able to open the door. — Unsigned comment by 82.73.72.148 (talk) at 11:05 on 30 July 2012

Sounds like it might be a bug, or more likely just an oversight by the devs. It doesn't sound like it affects gameplay, though. Did you experience any problems because of this? --XyzzyTalk 19:20, 30 July 2012 (UTC)

Guards not distracted

For some reason I seem to find that the guards simply don't notice my arrows when fired into the ground near them. Also, the throw voice shout seems ineffective. This is quite irritating, as I'm trying to stealth it, and the wizard in front of the last door keeps spotting me. Could someone confirm this, or figure out how to fix it? 82.12.174.254 16:27, 30 August 2012 (UTC)

The last guard never moves from his spot. Unless you're impersonating a Thalmor officer yourself, the only way to get past him is killing him, stealth or otherwise. ThuumofReason 16:33, 30 August 2012 (UTC)

Balgruuf's distraction

If Jarl Balgruuf is at the party (don't know what gets him to show up, in my case it was console commands...) he will eagerly cause a scene for the player, commenting that he was wondering what the player was doing there. After quietly telling Razelan that what's coming is for a good cause, he proceeds to loudly imply that Razelan said Ulfric was the rightful high king of Skyrim, which obviously causes a scene. All that seems to be necessary for Balgruuf's willingness to do this is being a Thane of Whiterun with him as Jarl. There was no persuade check on the dialog option asking Balgruuf to cause a scene.

If you move him to the party with console commands, he does attempt to leave. So anybody else testing this out should make sure to engage him in conversation before he makes it out the door.

On a further note, Balgruuf is pretty openly disdainful of the Thalmor during the party in his passing comments to the player. 184.3.31.20 22:24, 16 October 2012 (GMT)
