Unhandled Quest?

I just killed Jawanan and a courier gave me a letter from Addvar. It reads:

<Player>,

I'm aware of your recent assault on Jawanan. Rest assured I have no interest in that particular
matter. I do, however, have an interest in your willingness to employ force when the need arises.

If you are able to assist me, I will gladly pay you for your troubles.

Next time you are visiting Solitude, please call me.

However, I can't get Addvar to give me any extra dialog options. It sounds like a quest, but he never has any additional dialog options. NFITC1 17:33, 9 May 2012 (UTC)

This is from the quest Scare my Enemy, you may need to do some of the required things before he will talk to you. The Silencer has spoken^Talk 17:42, 9 May 2012 (UTC)

Possible Sale Bug

I'm not sure why, but he's not selling fish. He talks about catching fish and Roggvir's execution, but there's no option to buy anything from him. It's during the day, and he's at his stall in the marketplace.

I did wonder if the cause was because I had to resurrect him after he was killed by vampires, but in theory doesn't that reset all characters anyway? And certainly worked for another merchant killed in the same attach, who is now selling as normal.
