Cuinanthil

Cuinanthil is a High Elf destruction mage who can be found with his Dark Elf bodyguard Inimoro in Markarth. He carries an iron dagger, a copy of Beggar, his family seal and a selection of random items. He wears fine clothes. He is the brother of Ernanthil.

You will then need to return to him later in the quest in a courier's outfit:
