The city of Dragonstar is a dismal place wracked by warfare. At some point during the War of the Bend'r-mahk, the forces of Skyrim advanced into Hammerfell and took hold of the eastern ward of the city. As such, Dragonstar is divided into two halves, Dragonstar East and Dragonstar West, with the forces of Hammerfell controlling the west, and those of Skyrim controlling the east.
In Shadowkey, each half is treated as a separate zone:
