Were these two NPCs ever in the starter cities? I seem to recall overhearing their discussion in Vulkhel Guard, and the current image of Zhiraz looks like it's near the stables in Davon's Watch. ON:Florentia Candidius states that she can be found in the starter cities but I just checked on live and didn't see either of them. —⁠Legoless (talk) 01:42, 7 October 2020 (UTC)

Verified that they still appear for new characters in all starter and capital cities. They are obviously disabled after you complete a specific quest, but I have no idea which one. Maybe A Rage of Dragons? —⁠Legoless (talk) 16:59, 5 November 2020 (UTC)
