Increase the quality of items you find in treasure chests.

Treasure Hunter increases the quality of the loot found in Treasure Chests. In practice Treasure Hunter simply bumps up the loot table of the treasure chest. This is easily seen with Simple difficulty Chests which give set gear while Treasure Hunter is on (like Intermediate and higher difficulties) when they don't without it.
