Legate Am-Halu

Legate Am-Halu is an Argonian and a member of the Chamber of Legates, the governing body of Leyawiin. His fellow legates are Legate Tebeza-ko and Councilor Lovidicus.

Dialogue

A Deadly Secret

He is first encountered in Leyawiin Castle when you go to report to Councilor Lovidicus. He and Legate Tebeza-ko will be annoyed that Lovidicus kept knowledge of a potential risk to himself:

"To keep a situation like this a secret from his fellow legates … what was Lovidicus thinking? And now Councilor Jirich is dead?
When the river rises, everyone gets wet I'm afraid."

You heard about Councilor Jirich?

"Most certainly. Moments after the captain brought Councilor Lovidicus the news, the councilor summoned Teb and myself. He explained everything.
He should have done so sooner. Allowed us to help. But I know he thought he was doing the right thing."

After you return from warning Councilors Faleria and Vandacia to come back to the castle, Am-Halu will be disturbed by Vandacia's dire proclamations about the Dark Brotherhood:

"Vandacia says the Dark Brotherhood plans to kill us all! Murder us in our sleep! Cut us down in the streets of Leyawiin and Gideon! Can the brigadines even protect us from such a threat?
Apologies for my hysterics. You should talk to Lovidicus."

Once you have spoken to Lovidicus and completed the quest, Am-Halu will thank you for the help:

"Secrets in government are like water splashing against the shore. Slowly, over time, they erode the foundation of society. It is the way of things.
Still, despite all the tragic deaths, I appreciate that you and the Wood Elf have offered to help."

An Unexpected Adversary

After you have started the quest from Eveli:

"Are the legates in danger, too? Or just Lovidicus and the councilors? And what about Countess Caro? I raise the spine of trepidation and hope the brigadines can keep us all safe!"
