Kusee is an Argonian who can be encountered in Fargrave. She will be with Loth and Chantale.

Soon after entering Fargrave you will find that the Waking Flame have been placing votive runes around the city. These have an agitating effect on mortals, such as Kusee. She can be found blankly staring at the wall while her companions cry out.
