You will need to trail the criminal back to his house in order to clear Ulgonash's name. When you first see him, he will be trying to get to home:

If you get close to him while trailing, he will tell you to get lost:

Berjac Catillon: "Back off, stranger. I'd appreciate it if you let me be."

Berjac Catillon: "What are you up to? Be about your business and leave me alone!"

Berjac Catillon: "Leave me be! I'm minding my own business. Maybe you should too!"

Once you're inside his home, he'll will be passed out sleeping away:
