The Bandit Lurker is a Breton poison archer who can be found on the roads of Tamriel alongside Begs-In-Wilds and a Bandit Sentinel during the Zeal of Zenithar event. If you find Begs-In-Wilds in the wilderness instead of by the road, the two bandits will attack you.
