The Wharf Rats are a loosely organized group of outlaws and thieves that have been active for an unspecified and long amount of time. They are often conflicting with the Thieves Guild for territory across the Third Empire. While their members are not the best highwaymen in the ever-present business, but where they sorely lack in skills, they make up in numbers and the faction is abundant in membership. They often pray on the weak, the elderly, the rich, or anyone vulnerable to them, and rob them of anything valuable. They are also said to keep thousands of underground shelters across the provinces and even conflict with the Blades.
The scope of the Wharf Rats spans across the entire continent of Tamriel, and have their mark throughout legend, not inherently present in history. Their most infamous score was acquiring the Ring of Phynaster. According to barkeep rumors, the Wharf Rats were responsible for the death of Phynaster, the Hero-God of the Summerset Isles. When he was buried in the Forest of Elborn, the ring was stolen by the Wharf Rats and kept in one of the underground headquarters, but because the ring would disappear in the hopes of finding a new owner, they cast a charm on it so that it will always appear in another of their hideouts. The ring was eventually taken by the Eternal Champion and the charm was broken. There have been times where the Wharf Rats confronted the Eternal Champion, but their intentions were unknown.
