NPC Rules

What constitutes as an NPC? The annoying part is that for the game, there is no difference between a Troll or a Warmaster, except their stats and appearance. They are both enemies that appear in jobs, quests, and the abyss. They both use abilities, they change appearance at different levels, they don't have dialogue. Not even the armor and race are important for the Warmasters, as all their stats are hardcoded and their appearance is just superficial (just like Trolls). Do we just list all enemies that can have variable/playable races as NPCs (even though their race is just superficial for the game)? But Dremora and Ghosts are also in the list.
