Penn sits in the shadows of an abandoned building

Penn is an Imperial witch and skooma addict who squats in (illegally occupies) an abandoned building in Bravil along with several other people.

He gets up at 6am every morning and spends three hours wandering around, chatting with the other squatters. After this, he's worked up an appetite for skooma, so he spends the next five hours in a stupor. If he runs out of skooma, he'll start looking around the building for more. After his high wears off around 2pm, he resumes wandering about until midnight, when he crawls into his bedroll and goes to sleep.

Penn dresses a little better than his fellow skooma addict, Yuri; he wears a tattered shirt and coarse linen pants, but no shoes. He carries a key to the chest that holds their stash, along with 50 vials of skooma.

He has little to say besides noting your presence ("You're new") and directing you to an empty bed if you ask: "The attic room is empty, at the very top. Nobody wants to sleep near Sinead."
