"Baldor" is an Imperial noble who is posing as Lord Baldor Varian. He is actually an ogre mage in disguise, who is exposed and captured during the course of the quest The Baron von Zarov Files: The Plot Thickens.
He wears a jail shirt, red velvet breeks, blue suede shoes, and wrist irons.
"Baldor" has nothing to say beyond random grunts and animalistic noises.
