He would talk to you about Hunt-Master Bulozog and the sewer portals.

Before the Imperial City's quest content was shaved down, Shugabakh would have meted out payment for jobs accepted from the Hunting Board. The board would have been a source of daily quests to take out static bosses in the Imperial Sewers, such as Wadracki.

"A whole mess of Daedra are boiling out of the portals. Every day they get closer to our base. There are some really nasty critters down there. They've killed scores of my men."
Can't you just order your troops to go down there?
"What do you think we've been doing? The sewers have been chewing up my troops faster than I can train them. I don't even bother learning their names anymore.
The board appeals to the Pact's strongest."
So you need more troops down there?
"I don't want to contradict the general, but yeah, we do. If we don't beat back these Daedra, taking the city won't make any difference at all. There are all kinds of terrible monsters down here. Killing them has to be a priority."
I thought the Daedra were coming out of portals in the city.
"Where aren't they coming from? There are portals everywhere. Trolls blood, the whole damn city's getting dragged into a portal, right? One of these days I'm gonna take off one of my boots and find a portal inside.
Ugh. Sorry, it's been a long day."
Can you tell me about that board?
"What, the Hunting Board? Ha! Glad you asked.
It's no secret that the sewers are crawling with Daedra. The board is reserved for the worst of the worst. When we discover a new monster, we put it up on the board to make sure people go after it."
Is there a reward?
"I gave up on the idea of people acting out of the kindness of their hearts long ago. So yeah, we offer rewards for kills.
It's simple. Get down there and slay some of those skeever stains! Then talk to Hunt-Master Bulozog when you're done."
Do you sell supplies?
"No. I give out supplies according to General Hal-Rei's orders. You're not on the list.
Go see if Infrasia has what you need."

Pinned to the board is a notice from Quartermaster Shugabakh:
"The so-called Lady of the Deep is once again spinning cocoons in the sewers. General Nesh-Tan has called for this spider Daedra's banishment; see me for a reward when it's done."

You'd need to talk to him at the end of the quest.

"Aren't you supposed to be out hunting Daedra?"
I killed the Lady of the Deep.
"The last time I fought that spider Daedra, my axe bounced off her head. She's a tough one. Good that you didn't have that trouble.
Here's your reward."

"Hzu-Hakan has been sniping our soldiers again in the sewers under the City. General Furila wants this Xivkyn taken out. A reward is offered; see me when you're done."

"You have something to tell me?"
I killed Hzu-Hakan.
"That archer was a coward. When I kill, I do it in your face so you can smell my breath.
Here's your reward. Don't spend it all on drink. Not that there's much of that in the city."

Everlasting Throne[edit]

You'd read the Hunting Board to accept the quest, reading a notice from the quartermaster.

Pinned to the board is a notice from Quartermaster Shugabakh:
"The remains of Emperor Leovic have re-animated in the sewer depths. It is raising dead Imperial soldiers to its side, so it must be destroyed. See me for a reward when you're done."

"Got a report to make, soldier? I'm a busy Orc here."
I killed Emperor Leovic. Again.
"That Reachman bastard just won't die. I long for the old days, when dead emperors stayed dead.
We need someone strong on the Ruby Throne, someone like (?)."

Restless Souls[edit]

"Pinned to the board is a notice from Quartermaster Shugabakh:
"Secundinus the Despoiler has returned, claiming victims and dragging them into the sewers beneath the City. Anyone who banishes this wraith, see me for a reward."

"Yes, how can I help you?
General Nesh-Tan wants me to be more polite, but don't push it."
I killed Secundinus the Despoiler.
"I like bashing things with my axe. Always have. Scamps and Daedra make a satisfying crunch when I hit them. Ghosts and wraiths don't crunch the same way. I don't like it.
Glad you're doing it for me."

Return of the Red Mist[edit]

You'd read the Hunting Board to accept the quest, reading a notice from the quartermaster.

Pinned to the board is a notice from Quartermaster Shugabakh:
"WIth 
[sic] the demise of Otholug gro-Goldfolly, a new Bloodmist Master has arisen in his place. General Furila offers a reward for anyone who kills this creature. See me when you're done."

"A nest of Orc vampires is an abomination. That a clan brother of mine created it shames me.

"Wadracki is hiding in the sewers once again, ambushing our troops. General Furila is offering a reward for anyone who ends this Xivkyn's attacks. See me when you're done."

"Smashing Daedra with an axe is one of my favorite past-times. Do you need something?"
I killed Wadracki.
"Wadracki and his minions have been haunting the sewers for months now. We wipe them out and they come back the next day. One of my clan brothers fell to them last week.
Here's your reward, warrior."

Unending Storm[edit]

Pinned to the board is a notice from Quartermaster Shugabakh:
"The Storm Sister continues her reign of terror deep within the sewers. General Furila wants this Xivkyn eliminated. A reward is offered; see me when you're done.

"You look like you want to get paid for something. Well, spit it out."
I killed Gati the Storm Sister.
"Good. Glad to hear it. But she'll be back.
Here's your reward anyway. Don't piss it all away."

"Taebod the Gatekeeper is opening a new portal in the City sewers. General Furila wants this stopped. Anyone who succeeds, see me for a reward."

I killed Taebod the Gatekeeper.
"Good. We don't want any more connections to Coldharbour down here. More Daedra is not what we need.
