Bug: Waking Nightmare Quest Giver

I am in Dawnstar looking to start "Waking Nightmare". Erandur is not at Windpeak Inn. He is nowhere to be found. How will I be able to start this quest? Could I have done something in the past to nullify this quest? Is that even possible? Please help...Progman (talk) 18:59, 11 February 2021 (UTC)
