Harald Swift-Oak

Harald Swift-Oak is a Nord Scribe and an Inspector of the Census and Excise Office. He can be found within Old Ebonheart, inside the Imperial Census Office in the citadel of the Ebon Tower. At the time of your arrival he is sorely missing his best clerk, Nagheen, who has disappeared into the sewers with a vitally important scroll. Harald will send you after him in order to retrieve the item:

"Don't take this the wrong way, but you look like the sort that doesn't mind a trek into the sewers."
