Getting This Quest

As a Stormcloak having only liberated Falkreath (and assigned The Reach but nothing more), I was unable to get this quest. I have the feeling that this may be like The Battle for Fort Neugrad where you have to start out siding with the Imperials (or possibly neutral) and then only choose/flip to the Stormcloaks after the negotiations are done in Season Unending. I just tried to get it by flipping on the Imperials and I still didn't get the quest on the Stormcloak side. If anyone has a saved game where they have this quest for the Stormcloaks, please get in touch. – Robin Hood ^(talk) 19:35, 22 January 2023 (UTC)
