Waqayar is a Redguard outlaw who can be found at the Outlaws Refuge in Windhelm.

He will complain about his treatment outside the refuge:
- "I knew it was a Nord insult, but I never thought it was actually illegal! I refused to drink their foul mead and now I've been accused of "milk-drinking?"
