Have a character apply a Legendary Enchantment that they created, to a Legendary piece of gear that they created.

Truly Legendary is awarded for applying a Legendary glyph (using a Kuta Aspect Rune) to a Legendary piece of gear, either armor or weapon, which you created from scratch.

This means you must have an Enchanting skill of at least 31 to get the last level of Aspect Improvement. Your other crafting skills can be at any level, though it's recommended that you max out the relevant Expertise skill so as to avoid having to waste a large number of rare tempers to improve the item all the way up to Legendary.

Since you cannot (yet) craft jewelry, you must create either an Armor or a Weapon glyph. The Potency of the glyph and the level of the item are irrelevant to this achievement. You must also apply the Enchantment after upgrading the item, not before.

Note that you do not need to equip the item, so if you want to create a set item for another player, you don't have to worry about it being bound to your account. Note as well that it is not necessary for the same character to both create the item and upgrade it to Legendary before enchanting it. You can create the base item, give it to another character in your account, or another player, and have them upgrade it, then give it back and apply the enchantment, and this will work as well, removing the need for both characters to have the Expertise skill to safely upgrade it without using many tempers.
