Tentacular Tenderizer is awarded for getting enemies hit by tendrils a total of 250 times in Veteran Coral Aerie. Friendly Tendrils will spawn during combat throughout the dungeon once the party defeats one of secret bosses and gains the Abyssal Knowing buff. They will occasionally hit enemies nearby, and can be moved to a different spot by aiming there and using Atemporal Command synergy they provide.
