Honest-Feet is an Argonian reveler found in the ruins of Sanguine's Demesne. He stands near the entrance to the dungeon, near some mats with easily-obtainable footwear, which seem to have been removed by some of the Argonians currently in the Demesne as they entered.

He's having a hard time pronouncing "demesne".
