General Tibbin is a Breton officer in the Shornhelm Guard found with Captain Thayer in the town of Hoarfrost Downs.

Enter Hoarfrost and you'll hear Captain Thayer and the general speaking:
- Captain Thayer: "I'm sorry, sir. I tried, but no one here is willing to enlist."
- General Tibbin: "Unacceptable, Captain. Either deliver me recruits or deliver me your resignation."
He will then walk away.
