Celestial Investigator is awarded for completing the main quest in Lower Craglorn. This involves a total of 6 quests, 4 of which can be done concurrently:

Note that The Corrupted Stone and The Shattered and the Lost both involve group content and are effectively treated as optional side quests as of Update 12 despite being part of the Craglorn storyline. They are still required for this achievement, but not for Craglorn Completist.
