Captives can be encountered in Blackreach as part of a mining gang with a group of Harrowed. A pair of vampires watch over them.

Dialogue

When you encounter one of these groups, one of the vampires will be frustrated at the lack of mining progress and will demonstrate to the hapless harrowed. If you kill the vampires, the captive will thank you before running away.

Captive: "Oh, I missed the fun — but thank you!"
