Brigadine Scouts are Imperial soldiers of the Ivory Brigade who can be found at Hutan-Tzel. Two show up with Naheesh Nurwul and Brigadine Lieutenant Viria at Xal Irasotl, and more appear in the village to socialize with Hutan-Tzel Villagers at the very end of the quest.
