Aleeta is an Argonian armsman of the Fighters Guild found at the hall in the Hollow City after you free King Laloriaran Dynar and enough survivors. She's on the upper level at the south end of the bar with Holgunn.

She will talk about the importance of supply lines:

"What a dismal land this is! Why don't they ever send me somewhere nice?"

"At the moment, the stores are full. As soon as the mages stabilize the portals to Tamriel, we'll have a more or less uninterrupted supply line.
