The ingredient Flour is only found as already harvested samples. It is not considered to be food, so samples found in the open do not respawn. Only samples randomly found in some food sacks will respawn.

Without the Shivering Isles expansion pack, flour is one of only two ingredients which can be used to create a Fortify Fatigue potion: at journeyman level or higher it can be combined with Wormwood Leaves. Shivering Isles adds two more ingredients with Fortify Fatigue: Ashen Remains and Worm's Head Cap.
