Cause of non-weakening?

What causes the bug that his death doesn't weaken Dagoth Ur, exactly? I seem to recall reading somewhere that it was because npcs that weren't loaded yet can't have their stats modified; that seems to make sense. Xolroc (talk) 21:26, 11 October 2013 (GMT)
