VP gains, zone vs level

After several quests done and according the results I added to this page my conclusion is:

• The VP you get as quest rewards are level (VR) dependent and a tier level is used. You can even complete a quest in starter areas and get a good amount of VP.
• The VP you get as area completion are zone dependant and fixed. You get the same amount completing a zone with several quests than clearing a delve. I cleared a delve in a starter area and god 0 VP.
• All of this is probably a waste of time since they will change VP to champion points...
