Roleplay that you own a county - prefarably Bravil - and are a Baron. If you can, change the ownership of the houses to be yours and collect rent from the tennents.

Collect rent by stealing money, adding it with the Construction Set or pickpocketing it. If they don't pay "rough 'em up" a bit.

Make it that they grow tired of your insane rates and you either have to flee to a friend, or give in and lower the rent.

Make yourself a middle-aged Imperial as they are the rulers of Cyrodill. Are you a Septim? A relative of another ruler? Or are you new and took power through force?

(Lifestyles-type Roleplaying)

Make it that you are a noble Dark Elf that wants Morrowind to be free again. Command an army of fellow Dunmer and take over Cheydinhal as that is near Morrowind. Then slowly approach the other Counties, enslave them. Finally, after you have amassed a following, charge into Imperial City shouting. "Cyrodill, a colony of the Dunmer!"
