Hello, I'm new here and found your pages about Oblivion's file format. I come from the Silgrad Tower team and also started on taking apart the file system in order to come up with a tool for merging ESPs.
I have already come up with a library and a small tool for loading, saving and examining the records in an ESP. The library does not yet buffer all types of records, but that's in work. Here's a screenshot:
