There are 5 Suspicious Strangers in the festival in Solitude during the Emissary questline. Two male Nords, one female Nord, one female Orc, one male Altmer.

Potential suspects attending the festival during a planned coup attempt, whom the player can either confront or have the guard - Guard Norlund - arrest.
