Following Rhavil

Is there some trick to this? I can't sneak in his presence without his spotting me, and I can't hide behind things without failing the quest for letting him escape my line of sight. There seems to be no way to follow Rhavil at all, and this article doesn't help. It just says "follow him," like it's that easy. Should I find an invisibility potion or something?
