Before the Imperials are driven out, and before any quests are started, he can be found upstairs in the Mages Guild. He simply wishes you well.

During A Thirst for Revolution he can be tracked down for a sedative.

"Something I can help you with? I'm rather preoccupied, so make it quick."

I need some of your "specialty."

"I've no idea what you're talking about. I'm just a simple apothecary, friend."

Ufa sent me.

If you speak to him again before leaving, he says:
