While helping Laeni and Clendagal in the face of their fathers' disapproval of the relationship, you will directed to speak with Spinner Belwelas for help. He suggests searching the Wilderhall for a copy of an old ritual, the Rite of Propagation.

You can speak with Melbora when you enter, if you want to:

"Traveler. Hmm. It's been some time since we've had a new leaf blow into the Wilderhall."
What is the Wilderhall?
"A place of learning and an archive of knowledge. Beneath the roots of many a small village in Valenwood you'll find libraries, just like ours.
The darkness and cool air keeps the scrolls preserved, just like wine. They get more precious with age."
Can you help me? I'm looking for a scroll called the Rite of Propagation?
"Most assuredly … hmm. Rite of Propagation. That would be in the far back corner, with our oldest documents.
You're welcome to take it. Just please be careful. That scroll may be one of only a handful left in the world."

After you have picked up the Rite of Propagation:

"What's that? Ah, the Rite of Propagation. Only a very small number of copies are left in the world. Do go carefully."

Later, Melbora will be one of the villagers present the Rite of Propagation. Speaking with her before it starts, she will comment:

"I see the knowledge of the Wilderhall has proven useful. That's pleasant."

Once you have spoken with Greenspeaker Nedolir and told him what is happening, the Rite of Propagation will begin:

<The pair kneel before the crowd.>
Clendagal: "Vashabar, we need your help. Laeni and I want to marry."
Laeni: "As you all know, our fathers refuse to support us. And so we invoke the Rite of Propagation, an ancient Bosmer custom."
Clendagal: "We gathered these symbols, representations of our roles in the village. An Ayleid mosaic for me."
Laeni: "And a greenspring seed for me. Friend, you helped us find them. Please bring them forth."
<The pair stand up.>

You can then place the Ayleid Mosaic and Dormant Greenspring Seed either side of them:

Clendagal: "These symbols represent our commitment to the village and to each other."
Laeni: "Our future lies in whatever you decide. Do we have your support?"
Agawen Ciiril: "Well, what do you say Vashabar? Do you support this union?"
Gundelion: "Aye!"
Malaniel: "Aye!"
Spinner Belwelas: "Aye!"
Melbora: "Aye!"
Agawen Ciiril: "Hah, there it is! Congratulations you two. Let's give the couple a moment. Drinks for everyone!"
<Clendagal and Laeni embrace as the onlookers walk away.>
Greenspeaker Nedolir: "All right, you old arse. The village has spoken so let's make the best of this."
Minth: "I suppose you're right, you bastard. If we're going to be kin, let's get to drinking like it."

Speaking with Melbora before Laeni:

"Their technique was a bit sloppy, but it's good to have seen a rite like that used again. How nice."

Talking to her after completing the quest:

"For years, I've devoted myself to the keeping of sacred texts. To think those texts would live on through the actions of our children. Hmm."
