Fendros Nolar is a Dark Elf found looking for his pet netch Rosy in a random encounter on Vvardenfell.

One possible location to find him is south of the Tel Mora Wayshrine, and another is directly west of Andasreth.

Dialogue

When you come across him, he'll be calling for his beloved pet:

Fendros Nolar: "Rosy! Where are you?"

Fendros Nolar: "Come back, Rosy!"

Fendros Nolar: "Rosy! I have some treats for you!"

Fendros Nolar: "Where could she have floated off to?"

Fendros Nolar: "Rosy! Want a nice fish?"

Fendros Nolar: "Oh please, let nothing have happened to my poor Rosy."

If you speak to him, he'll ask:

"Oh, you there! Have you seen my netch floating around anywhere? Her name's Rosy and I'm just worried sick about her."

You have a pet netch?

"I know it may be strange, but my Rosy stands out from the rest of her kind. Just one look at her sweet face and you'd understand.
Why did I think a leash would help?"

I hope you find her soon.

Lost

From here, different encounters are possible. One version is:

Fendros Nolar : "I'm sure she'll come back. Oh, she must be so frightened."

He'll then sit on the ground apparently intending on waiting for Rosy to come back.

You can speak to him again and persuade him to try a different tactic:

"I just need to be patient. My Rosy will come back. At least, I hope she will."

[Persuade] Perhaps she's too far away to hear you.

"You know, you're right! Rosy would never ignore my calls. She must have wondered off further than I thought.
Thank you, friend. I'll go search for her."

Good luck.

He'll then run off yelling:

Fendros Nolar: "Don't worry, Rosy! I'm coming to get you!"

Found

Another option is that Rosy comes up to you and Fendros:

Fendros Nolar: "There you are, Rosy!"

Fendros Nolar: "Oh, I'm so relieved. Never fly off like that again!"

Fendros Nolar: "Who's a good little netch? You are!"

Fendros Nolar: "Did you find some yummy bugs?"

Fendros Nolar: "We'll have some fish when we get home."

Fendros Nolar: "You're looking a little gassy. Are you feeling all right?"

Fendros Nolar: "You had me worried half to death!"

Fendros will continue to dote on Rosy seemingly indefinitely.
