Is he generated during "Infiltration"?

Does Marcel Amelion appear in Water's Edge before the Infiltration Quest? I was wondering if there is any dialogue with him related to his debt before the Blackwood Quest but never noticed him before.— Unsigned comment by 209.134.75.234 (talk)

No, he is set to 'initially disabled' and only becomes active during the respective stage in the Fighter's Guild quest. --Saruuk 01:46, 12 May 2008 (EDT)
