Verification[edit]

Performed the following tests...
*Placed a sequence of flat, long objects jutting out from a ledge to cause an artificial shelf that would later be removed.
*first object: a single gold coin (Gold_001)
**getpos z result was 2567.26 at start
**input fall — this command does not cause an error, it simply does nothing
**confirmed that z height was unchanged, 2567.26
*second object: a burlap sack (com_sack_02_pos)
**used placeatme to spawn object at same z height as previous item
**repeated steps as mentioned previously, confirmed there were no obstructions below the bag. Command was accepted with no error messages and no visual change as well as no change in height z.
*third object: a single silver bolt placed from inventory
**steps repeated as previous steps, similar results ie no error message but no change in height z.
*fourth object: a silver bolt, selected mid-flight as a projectile
**unsuccessful in selecting the projectile from console whether after firing in first- or third-person POV. Inconclusive.

conclusion: indication that fall does not affect inanimate objects is thus considered to be true.

in case of bugged levitation[edit]

I have attempted to resolve a bugged out instance of an NPC having permanent levitation that after multiple steps, resulted in making use of the fall command. It was effective in bringing the actor down to ground level, but she never landed on her feet, instead appearing to persist in hovering in the fall animation pose.
I am still looking into how to remove this permanent levitation safely, and I'm inclined to try this on my next attempt:

Nope, I was not able to resolve this with this method.

If anyone knows how to clear the fall animation that would be good.

I ended up moving to a different area with a slope and led the NPC along with me. Using fall no longer caused her jump/fall animation to last forever. The physics and collision seems way wonkier with this console command than the natural descent of a falling actor.
